天皇皇后両陛下は新潟県中越地震後の平成16年11月にヘリコプターから山古志地域をご覧になられ、碑にはその際天皇陛下がお詠みになられた御製が刻まれています。碑は平成20年に両陛下が復旧後の風景をご覧になられた場所に建立されています。Their Majesties the Emperor and Empress visited and saw the Yamakoshi area from a helicopter in November 2004, after the Niigata Chuetsu Earthquake, and the monument is inscribed with a poem written by Their Majesties on that occasion.
